General Information

Geography

The Republic of Moldova lies in the south-east part of Europe. Moldova covers
an area of 33,8km2. In 1991, after the collapse of the Soviet Union, the Republic
of Moldova gained its independence.

The capital of Moldova is Chisinau. On the North, East and South Moldova is surrounded by Ukraine, and on the West it is separated from Romania by the Prut River. The total length of the national boundaries is 1,389 km, including 939 km with Ukraine and 450 km with Romania.

The most northerly point is the village of Naslavcea (48º21´ N 27º35´ E), while the most southerly point, Giurgiulesti (45º 28´ N 28º 12´ E), which is the only settlement on the bank of the Danube. The most westerly point is the village of Criva (48º16´ N 26º30´ E) and the most easterly point is the village of Palanca (46º 25´ N 30º 05´ E).

The Republic of Moldova belongs to the group of countries located in the Black Sea Basin. It maintains close mutually advantageous commercial ties with these count­ries as well as with the countries located in the Danube Basin. The southern border of the country extends almost as far as the Black Sea, which can be accessed through the Nistru Liman and the Danube River.

The country has a population of 4.3 million people. Out of the total population,
45% are urban inhabitants and 54% are rural inhabitants.

Due to favourable geographical conditions (fertile soil, moderate clime) the socio-economic development is based mainly on agriculture with intense use of natural resources and biodiversity.

Economy

The Republic of Moldova is a country in transition to a market economy. This process has implied the beginning of restructuring and reforming of the institutions and eco­nomic activities accompanied by unexpected decline of the output in all sectors of the national economy. Starting with 1991 the GDP has radically decreased. In 2000 the GDP registered 36 % of its level in 1990. During the 1990s, the GDP was in continu­ous decline, reaching in 2000 a level of 37% of its 1990 value.

Moldova joined the World Bank and the Global Environmental Facility in 1992. Following this a range of projects to reform the agriculture, infrastructure, health
and energy sector have been implemented. In 1995, with the World Bank support, Moldova prepared the National Action Plan for Environment Protection (NAPEP).
It was the first political document in the field of environment oriented to reform
in transition period the environmental policy, regulatory system and to build the institutional potential.

Environment

The main environmental problems in Moldova relate to water pollution (mainly sur­face water pollution), hazardous wastes, soil degradation and biodiversity conser­vation. 30% of soil in Moldova is eroded soil, including 5-6% of hardly eroded soil. Although only 10 % of Moldova territory is covered by forests, the wood production has significantly increased in the last years, once with forestation decreasing and less actions in combating the forest diseases. The surface water is the main source of drinking water in rural areas. The pollution of these sources has been increased during the last years. Thus, the quality of drinking water supplied is considered one of the most important social and environmental problems.

Persistent Organic Pollutants (POPs)

The POPs problem is considered one of the most stringent environmental problems in Moldova, because of the lack of adequate infrastructure to collect and store these chemicals and of a proper management of household and hazardous wastes.

In the past large quantities of pesticides were used to fighting against pests.
The unused pesticides have been accumulated year by year. As a result the stock­piles of obsolete pesticides, including POP pesticides problem became a significant problem for the country and a major danger for the environment and population’s health. Large quantities of obsolete pesticides have been accumulated in the ware­houses from the country due to the lack of a national strategy on obsolete pesticides management. Most of these warehouses are not in proper conditions and are not properly equipped to store such chemicals. Packing materials have been deterio­rated over time causing linkages of such chemicals in the environment. This is the most spread way the POPs are circulating in the environment.

The pesticides in the old storage locations, during the repackaging and centralized storage, were indiscriminately mixed, because of their improper storage. As a result the whole stockpile of pesticides was contaminated with POP. An approximate esti­mation of this data shows that the average amount of POP pesticides out of the total stock of pesticides is about 20-30%. Nowadays the total stock of pesticides consti­tutes 3000 tons. The surveys undertaken in the immediate vicinity of the warehouses reveal a significant contamination of soil and surface waters with POP.

Polychlorinated biphenyls (PCBs) represent another class of chlorinated organic compounds. They had been used as additives for production of synthetic dielectric oil for the electrical equipment. According to the survey carried out in the first stage
of National Implementation Plan for the Stockholm Convention most of those 20000 capacitors containing PCBs are located in the largest 20 power stations from the country, owned by two power transportation companies „Moldelectrica” and „Dnes­terenergo” (Transnistria). The survey undertaken at the stage of project proposal development reveals about 19 300 capacitors in 13 power station of Moldelectrica on the left bank of Nistru river. Out of these, 12 000 capacitors are placed at Vulcanesti 400 kW power station.

Stockholm Convention
on Persistent Organic Pollutants in Moldova

The Stockholm Convention on POPs and other POP related international treaties
are implemented in Moldova in compliance with National Strategy on reduction
and elimination of POPs and National Plan for the implementation of the Stockholm Convention on POP approved by the Government in October 2004.

The Ministry of Ecology and Natural Resources is implementing these activities with support of international donor organizations and in close collaboration with local partners (Ministry of Agriculture and Food Industry, Ministry of Industry and Infrastruc­ture, “Moldelectrica” S.E., Ministry of Defence, Ministry of Health, local public administration, and other stakeholders).

According to minister of ecology and natural resources order from 2006, “POPs Sustainable Management PMT ”, the Project Management Unit is managing and coordinating the daily activities of the project.
