The project was developed in 2005 by the Ministry of Ecology and Natural Resources based on “Grant for Preparation of Sustainable Persistent Organic Pollutants (POPs) Stockpiles Management Project”which is the successor of the project “Enabling activities related to the implementation of the Stockholm Convention on Persistent Organic Pollutants (POPs) in the Republic of Moldova”, being implemented during 2002-2004, and is based on the fulfillment of the National Implementation Plan (NIP) for the Stockholm Convention on POPs.

The main goal of the project
is to protect the environment and human health by safely managing and disposing
of stockpiles of POPs contaminated pesticides and PCBs and strengthening the regulatory and institutional arrangements for the long term control of POPs and other toxic substances in line with the requirements of the Stockholm Convention and other related conventions and protocols ratified by Moldova. Within this project one of its components foresee activities which include transportation and disposal of 1150 tons of pesticides out of 3000 tons which are currently stored in central warehouses and 1060 tons of PCB contaminated capacitors. The other two project components will be focused on strengthening the regulatory and institutional arrangements in the field of POPs management.

The project is implemented by the Ministry of Ecology and Natural Resources in cooperation with the Ministry of Agriculture and Food Industry, Ministry of Industry and Infrastructure, Ministry of Defence and other interested parties, representing the public and private sectors. The consultancy companies and individual consultants from Moldova and abroad will be involved in the project implementation.

As a results of this project it is expected that: the impact of POPs pollution on environment and human health will be reduced; current legislation for the POPs management and other toxic substances including hazardous waste is to be strengthened; the institutional and human capacities for the sustainable management of the stocks of POPs are to be consolidated.

The project activities are complemented by other projects, including the ones financed by Canada Persistent Organic Pollutant Fund, NATO project implemented through the Ministry of Defence, „Energy II” project managed by the Ministry of Industry and Infrastructure, the project implemented by „Milieukontakt-International” in Hincesti district, financed by the Dutch Government and others.

Project Components

1) The management and destruction of POPs
supports investments for the environmentally safe management and disposal of obsolete POPs, including repackaging and centralized safe storage of obsolete pesticides in the agricultural sector, and PCBs in the energy sector, as well as their final destruction. By 2008, approximately 1150 tons of obsolete pesticides with high pollution risks, stored in 12 warehouses from 10 districts will be transported and disposed abroad in a hazardous waste incinerator. All activities including incinera­tion process will be done according to international conventions and EU standards for hazardous substances. Also, 20 000 electrical capacitors (1060 tons) from the energy sector which are PCB contaminated will be disposed in the same manner as obsolete pesticides.

There will also be inventoried at a national level the energy-related equipment in order to identify all PCB containing or contaminated equipment from energy sector and a feasibility study of site clean-up at Vulcanesti substation.

2) Strengthening the Regulatory Framework and Capacity Building for POPs Management includes actions for modernization of current legislation specifically related to the Stockholm Convention and incorporation of provisions for establishing a broader chemical safety approach in the country based on EU legislation. An integrated system of POPs management will be developed, including the normative modern acts and obligations resulted from the international agreements referring to POPs to which Moldova is part. The capacities for POPs management at national level will be consolidated through strengthening of inspectorates for enforcement of POPs regulations and upgrading and strengthening of existing laboratories for POPs analysis.

3) Consolidation of the institutional capacities and project management support
will enhance the capacity of the Ministry of Ecology and Natural Resources in the field of POPs management, including national focal points for the coordination and management of Moldova’s obligations in the framework of the Stockholm, Basel and Rotterdam Conventions, as well as other international agreements regarding POPs.
