This assignment will require an Individual Consultant, which has:

• 5 years of professional experience, including international experience in information systems. Experience in the region will be an asset;

Guvernul Republicii Moldova elaborează o propunere de proiect ”Adaptarea la Schimbarile Climatice în Moldova”, care urmează să fie implementat în următorii ani în baza unui credit acordat de Banca Mondială și a unui grant oferit de Fondul Global de Mediu. Proiectul va include activități practice de consolidare a capacităților țării privind adaptarea la schimbările climatice, inclusiv prin aplicarea metodelor de reducere a riscurilor climatice în agricultură, reabilitarea terenurilor degradate și a pășunilor în comunitățile rurale, reconstrucția ecologică a fondului forestier, întărirea capacităților de răspuns la calamitățile naturale.

Ca părți componente ale propunerii de proiect au fost elaborate Cadrul de Management de Mediu si Social(CMMS) și Cadrul General de Relocare (CGR) ale proiectului, care, în conformitate cu art. 6 al Legii nr. 239-XVI din 13 noiembrie 2008 privind transparenţa în procesul decizional și cu procedurile Băncii Mondiale, urmează să fie supuse consultărilor publice.

În acest scop, pentru informarea părților interesate și a publicului larg, proiectele acestor două documente (în limbile română și engleză) sunt publicate pe paginile web ale Ministerului Mediului http://www.mediu.gov.md și I.P. ”EMP Management Durabil” http://www.moldovapops.md. The Consultant will act as a main coordinator on the transversal / interdisciplinary issues related to water (urban water cycle and natural water cycle) and more globally to the environment (solid waste, biodiversity, climate change). He / She will support coordination on the environmental sector, as well as policy dialog on the water sector. The Consultant will be responsible to provide support to the relevant authorities and stakeholders in order to achieve the following project outputs: Output 1.1 : Sector coordination council (SCC) and its secretariat is acting as the main platform for reaching multi partner consensus on core policy implementation modalities in the water sector; Output 1.2: Sector performance evaluation system is established and Output 1.3: Core functions and related responsibilities of water sector institutions are defined;

This request for expressions of interest follows the Federal Act on Public Procurement (PPA; SR 172.056.1) and Federal Ordinance on Public Procurement (PPO; SR 172.056.11) as per Framework Agreement concerning Technical and Financial Co-operation and Humanitarian Aid between the Swiss Federal Council and the Government of Moldova, signed on September 20, 2001, and the Agreement on Development Cooperation between the Government of the Republic of Austria and the Government of the Republic of Moldova, signed on October 21, 2008.

The proposed consultant services are procured under the Agreement between the Ministry of Environment of the Republic of Moldova and the Swiss Agency for Development and Cooperation and the Austrian Development Agency on the implementation of the Project “Strengthening the institutional framework in the water and sanitation sector in the Republic of Moldova (IFSP)”, Phase (01) dated May 13th, 2016.

The Ministry of Environment of the Republic of Moldova received financing from the Swiss Agency for Development and Cooperation and the Austrian Development Agency toward the cost of implementation of the “Strengthening the institutional framework in the water and sanitation sector in the Republic of Moldova (IFSP)”, Phase (01), and intends to apply part of the proceeds for procurement of consultant services (Individual Consultant) for providing support in implementation of the component 3 of the Institutional Strengthening Framework Project “Support to the establishment and national roll out of the water information system to support informed decision making in the sector”

To achieve the assignment’s objectives, the Consultant will have the following responsibilities:

- To strengthen the technical unit in Apele Moldovei for the coordination of the water information system development and maintenance - To analyse the needs of the partners related to data management and existing reports from previous donors in the field - To coordinate the production of metadata Inspire compatible by all data producers and data managers - To coordinate the definition of a common language (see components above) facilitating the exchange of comparable data between partners - To assess the existing database under the “water resource information system - SIRA”established by the MCC project and to propose improvements, if needed - To propose terms of reference for updating the database, if needed, and to supervise the services provided (milestones, trial period, etc...) - To support the 4 institutions in establishing their own procedures to introduce data within the SIRA, including procedures of quality check and data approvals, - To support the coordination with any other relevant parties, such as e-governare, cadastre administration, Information and Communication Technologies, etc... including through am inter-institutional steering committee, - To support the critical review of preconditions set out in the "Regulation on State Cadastre of Water Published: 27.09.2013 in the Official Gazette no. 213-215 Article No. 866", in terms of overlapping of existing data (such as the delimitation and registering of lands of the water fund on all the territory) and the propositions of modifications, - To assist to the availability of the water cadastre in 4 raions, including through support for the preparation of the terms of reference for public acquisitions of topographical services - To support the redaction of guide for users dedicated to the SIRA and other IT tools, - To support gender disaggregated data management as part of the WIS; - To support the links between the environmental authorization platforms and the SIRA - To support the integration of the SIRA into the environmental information system; - To support the coordination between SIRA and the Water Information System for Europe - To liaise as needed with the other activities of the IFSP project, especially the component 2 related to the implementation of the river basin management plans, - To ensure coordination with other projects which have a information system components, - To support the organisation of production of outputs (bulletins, indicators, …) answering to the needs of the partners in order to promote SIRA as a key tool for decision makers, but not the only one, - To propose a training work plan and to implement it, - To manage the local counterpart consultant “ Local information system consultant” - To nurture ownership by the relevant stakeholders of the different activities and project results

The consultant will also participate to any other relevant activities, as requested by the International Senior Consultant.

This assignment will require an Individual Consultant, which has: • Master degree or equivalent professional qualification in information technologies, civil engineering, ecology, environmental sciences, hydrology, hydraulic or any relevant field; • Sound knowledge of the acquis communautaire in the water / wastewater / integrated water resource management; • Sound knowledge of the information system directives, such as the INSPIRE directive or the directive on public access to environmental information; • Excellent knowledge of English is required, • Communication skills in Romanian, Russian or Gagauz languages will be an asset; • Proficiency in database, information system including GIS, reporting; • Extensive knowledge of computer applications; • Excellent skills in communication and trainings; • Focuses on result for the client and responds positively to feedback; • Consistently approaches work with energy and a positive, constructive attitude; • Remains calm, in control and good humored even under pressure; • Ability to work independently as well as part of a fairly big team; • Ability to operate under strict time limits.

The candidate should demonstrate the following experience: - 10 years of professional experience, including international experience, in information systems. The Republic of Moldova according to the Project Agreement dated May 13th, 2016, hereinafter referred to as the “AGREEMENT”, signed between the Ministry of Environment, hereinafter referred to as “MoE” and the Swiss Agency for Development and Cooperation, hereinafter referred to as “SDC” SDC ref. No. 81035398, 7F-08870.01.01 and the Austrian Development Agency, hereinafter referred to as “ADA” ADC ref. No. 8332-00/2015, obtained financing of the approximate value of CHF4.90 million equivalent from SDC and ADA on the implementation of the Project “Strengthening the institutional framework in the water and sanitation sector in the Republic of Moldova (IFSP)”, Phase (01), hereinafter referred to as “Project” and it intends to apply part of the proceeds to payments for consulting services, goods, works and related services to be procured under this project.

As a response to the current challenges, the Project is composed by 3 components, which are:
Component 1 - Development of the water sector
Under this component, there are 11 outputs planned. The first activities aim to favor a better coordination within the water sector: coordination itself between the actors but also clarification of the roles and responsibilities of each of them (in order to avoid gaps or redundancy). The others activities support the development of the water and wastewater sectors. A key challenge is to implement the EU acquis communautaire, especially the wastewater directive. Planning actions (including their financing modalities) and regionalization will be supported through this project. Legislations and technical norms should also be revised in order to be in line with the EU standards. Finally the component 1 focuses on developing capacities and competencies of the different actors (especially the operators). This component will be managed by the Water Management Department of the MoE.
Component 2 – IWRM / RBM plan implementation
Under component two, there are 5 outputs planned. This component will support all actors within the implementation of an integrated water resource management: support for implementing the river basin management plans, support for creation and functioning of the River Basin Committees, etc. This component aims at implementing the EU Water Framework Directive. Several activities related to training will be implemented. This component concerns many stakeholders, and it is managed by the Agency “Apele Moldovei” (Moldovan Water Agency).
Component 3 - Support to establishment and national roll out of a water information system to support informed decision making in the sector
Under component three, there are 4 outputs planned. This activity is a key transversal activity in order to share data for decision process. It will support the different steps for establishing and making functional the water information system. This component will be managed by the unit “e-transformation” of the MoE.
Procurement of contracts financed by Donors of all consultant services, goods, works and other services to be financed out of the Swiss and Austrian contributions will be procured according to Swiss procurement rules and procedures (Federal Act on Public Procurement (PPA)/Ordinance on Public Procurement (PPO)).
Under the proposed project, the procurement is to be followed in line with Directive of Federal Department of Foreign Affairs (FDFA) on the Public Procurement of Services, Goods and Constructions valid as of September 1, 2013 revised on October 1, 2015.
The General Conditions of Business (GCB) for project implementation mandates as of December 2015 based on FDFA directive indicate the general framework and principles to be followed in the project procurements. The main principles in the procurement are the best quality/price ration to be chosen by MoE and other stakeholders assisted by Public Institution “EMP Management Durabil POP” within the MoE, hereinafter referred to as “EMP” acting as Project Fiduciary Team, as SDC’s sub-contracting authority, considering that the MoE is the authority which plays the role of Contractor as per the AGREEMENT.
According the GCB clause 2.1.2, the Procurement Guideline for the FDFA (SDC), version December 2015, should be used under the current project. This guidelines is intended for contractors for the Federal Department of Foreign Affairs (FDFA) who in carrying out their mandate are required to award mandates to sub-contractors using FDFA resources.
Specific Procurement Notices (SPNs) for International Open (one-step) or Selective (two-step) for the Tendering Procedure estimated at CHF 230,000 for Services, Goods and CHF 2,000,000 Constructions or an equivalent amount (or more) per contract will be published in a national newspaper of broad circulation within Moldova and on www.simap.ch, the website of the Ministry of Environment, Ministry of Regional Development and Constructions, Agency “Apele Moldovei”, Regional Development Agencies, EMP with access as the corresponding tender documents become available.
For contracts of Services, Goods estimated at between 100,000 to 230,000 CHF and Constructions estimated at between 100,000 to 2,000,000 CHF or an equivalent amount per contract the SPNs will be published in a national newspaper of broad circulation within Moldova and on www.devbusiness.com including the website of the Ministry of Environment, Ministry of Regional Development and Constructions, Agency “Apele Moldovei”, Regional Development Agencies, EMP with free access as the corresponding tender documents become available.
Interested eligible bidders who wish to be included on the mailing list to receive invitations bid under tendering procedure, and interested consultants who wish to receive a copy of advertisement requesting expressions of interest for consultancy contracts, or those requiring additional information, should contact the Project Fiduciary Team at addresses below. All correspondence should also be submitted, as copy, to the International Senior advisor seconded from the Austrian Development Agency to the Ministry of Environment.
