Project ” Enabling Activities related to the implementation
of the Stockholm Convention in the Republic of Moldova”

Overall objective of the Project is development of the National Implementation Plan (NIP) and providing of
the technical assistance for strengthening the Republic of Moldova capacity to effectively protect human health and the environment from persistent organic pollutants; compliance with its obligations under the Stockholm Convention.

The activities for which the Grant was given are as follows: development of the NIP for the Republic of Moldova and capacity building for enabling activities and sustai-
nable capacity building for supporting the NIP implementation and participation as
a member of the Stockholm Convention. Information exchange and public aware-
ness has been carried out in the process of NIP development and capacity building activities.

The project budget amounted about 436 thousands of US dollars including 411.5 thousands dollars allocated by the Global Environment Facility (GEF) through the World Bank, as an implementing agency. The Government of Moldova contributed with an amount of about 25 thousands US dollars, and some expenditure for the office renting and other local expenditures. The project was implementing since 2002 (24 months).

The most important outcomes of this project are as follows:

• A National Implementation Plan that identifies effective national responses, processes and measures on a prioritised basis that will reduce and eliminate releases of POPs as called for in Article 7 of the Convention and which will form the basis for convention compliance.
• A sustainable institutional framework governing the management of the POPs issue in the form of appropriate legislative and regulatory measures, trained capacity within the Ministry of Ecology for enforcement and support of the NIP implementation, and a National Coordinating Committee maintain broad institutional ownership of the measures undertaken.
• A comprehensive knowledge base respecting sources of POPs and POPs related emissions, environmental and health impacts and risks, national institutional and technical response capability, and practical measures for addressing the issue.
• Enhanced capacity for implementation of related chemicals conventions in an integrated fashion with the Stockholm Conventional and their collective linkage
  to the country’s overall efforts related to chemicals management and protection measures related to chemical pollutants.
• A POPs communication strategy, oriented to broad awareness of health and environmental impacts of POPs, and to sustained stakeholder and public
  support in the implementation of the NIP.
• Ratification of the Stockholm Convention by the Parliament of Moldova and becoming party to the Convention (19 February 2004).
• By the end of the project the Ministry of Ecology and Natural Resources had developed and submitted to GEF a portfolio of investment projects for NIP implementation. These project proposals had been approved by the GEF
  and were to be implemented since 2005.
